Ruth Carpenter (Republican) was elected sheriff of Hunterdon County, New Jersey in 1977, becoming the first woman elected sheriff in the history of New Jersey. Her win is documented by the Center for American Women and Politics at Rutgers University and by the New Jersey Globe in its profile of her successor as the state's first Black woman sheriff (Mildred "Millie" Scott, Middlesex County, 2021).
Context
New Jersey has 21 county sheriffs, each elected to three-year terms. Sheriffs in New Jersey are responsible for court security, civil-process service, fugitive recovery, and bail-jumping investigations rather than the patrol functions of a typical American county sheriff — the patrol role is held by municipal police and the state police. The office is nonetheless one of the state's most senior locally-elected positions.
Carpenter's 1977 election came one year after the dataset's national first-modern-competitive-election event, Kathy Crumbley (Belmont County, Ohio, November 1976). Hunterdon was at the time a small rural county in north-central New Jersey, which may have lowered the political-attention barrier to a first-woman event in the same way other dataset entries note for low-visibility offices.
Outstanding question
The exact dates of Carpenter's tenure and the margin of her 1977 election are not surfaced in the publicly available sources reviewed for this dossier. The "partial" verification badge reflects that residual uncertainty about the precise duration of her service. The first-woman-in-NJ claim itself is solid — multiple independent sources, including Rutgers CAWP, treat her as the state first.
