Sheila Prue (Democrat) was elected sheriff of Windham County, Vermont in November 2002 and took office in February 2003, becoming a joint first-woman-elected sheriff in Vermont state history. Connie Allen of Grand Isle County was elected to her county's sheriff's office in the same cycle, unopposed, and the two women took office at the same time. Sources record them jointly as Vermont's first.
Prue's win in Windham County was narrow and prompted a recount; she had been a longtime Brattleboro police officer prior to her sheriff's run. Vermont press coverage also notes her as the nation's second openly lesbian sheriff (after Margo Frasier of Travis County, Texas).
She served one term, leaving office in early 2006. The Allen entry is treated as historical context inside this dossier rather than as a separate Vermont state-first entry, on the principle that the two events constitute a single joint first.
